This article introduces Nolwazi Sangweni's CARE Framework, a set of four principles – Contextual Relational Boundaries, Augmented Relationality, Reflective Friction, and Embedded Societal Values – for governing companion AI relationally, and not just instrumentally. CARE is designed as a policy and design guide, as well as a strategic foresight tool, and addresses the sectoral disconnect between policymakers, designers, ethicists, and mental health advocates. It equips leaders with a shared vocabulary for anticipating relational harm and, through culturally nuanced design, help shape futures where AI strengthens human connection rather than eroding it.
